2009 Regence BlueCross BlueShield of Oregon Individual Plan 4th Quarter Rate and Contract Renewals

Fourth quarter 2009 rates have been approved by DCBS. Regence files rates on a quarterly basis. Members receive one rate adjustment per 12-month period effective on their annual renewal date. The annual rate change will also include any adjustments for age band changes.
For renewing members, the rate adjustment will average 15.9%. The member’s adjustment is based on their plan and age. We have enclosed a revised rate sheet and a sample of the member renewal letter for your reference. Members are also being notified of contract changes that have taken effect.
For new business, October 1st also marks the start of Q4 rate changes. The rate for new business will be increasing an average of 4.5% from Q3 to Q4. The new rates are effective October 1, 2009.
Please note: These rate adjustments do not include HB 2116, which calls for health carriers to remit one percent of the 'gross premium amount' paid by their insured members to the State of Oregon. View more information on the Oregon Premium Tax.
