| Who is Eligible
for a Portability Plan?
If the following qualifications are met, eligibility
is guaranteed:
- Continuously covered for 180 days under a Regence
BCBSO group health benefit plan; or
- Continuously covered for 180 days under a combination
of a Regence BCBSO group health benefit plan and one or more
Oregon group health benefit plans prior to termination,
with the Regence coverage as your last group coverage;
or
- 18 months of prior creditable coverage, with Regence
BCBSO as your last group coverage; and
- Regence BCBSO group coverage is about to end or has ended
within the past 63 days; and
- Not eligible for or enrolled in Medicare; and
- Not eligible for any other group health benefit
plan; and
- Will not be enrolled in any other health benefit
plan at the time this portability coverage would begin;
and
- Reside in the state of Oregon service area

Group coverage was based in Oregon
and:
- was offered by Regence BlueCross BlueShield of Oregon (RBCBSO)
Group coverage was based in Clark County, Washington
and:
- was
offered by Regence BlueCross BlueShield of Oregon (RBCBSO)
How Does a Member Get More Information to Apply
For a Portability Plan?
As soon as we receive notice from the member's group administrator
that the group health benefits plan has ended, we will
automatically mail the member portability plan information
with the options available to them, including the benefit
summary, rates, and application. The member has 63 days
from their group termination date to apply for portability
coverage. When the qualifications for coverage are met,
the portability coverage will be effective from the day
the member's group health benefit plan ended, so there
is not a lapse in coverage.
